How hard is going from Active Duty Army to Army Reserves/National Guard for Army Officer (2LT)?

I am a green-to-gold officer (now a Major) who did 9 years active duty enlisted before going to school 2 years to finish my B.S. and obtain my commission in 1998. I asked for a Guard assignment but was commissioned immediate active duty. I spent almost 4 years at Fort Drum when I was selected for an AGR job at which time I asked for an early discharge (March 02). I could have been done in May of 02 with my 4 year educational commitment. The regulation even states you can fulfill the remainder of your educational commitment as a drilling reservist or as an AGR but the Active Army wouldn’t budge. I finally had to get a Senator involved at which time I was PCSd in 2 days. The ***** is they routinely let 100-150 West Point Lieutenants with 24 months of service transfer to the reserves but they wouldn’t budge on a Captain with 13 years of service wanting to transfer to the Active Guard getting out 2 months early.
