How has a devolved government aided Scotland?

Scotland has placed more of an emphasis on health care, particularly in the area of cancer care. Many people from ‘south of the border’ have moved there in order to take advantage of this. Personally, I think it’s a good thing to spend more on health. The Scottish Parliament obviously values its people more than the English one does. I’m not Scottish, I live in England.
