How has not having to display a CA Fishing License affected the angler and regulation enforcement?
I have noticed a sharp increase in the number of fishermen who have left their license “back at the truck” or “back at camp.” We usually don’t have the time to follow people around looking for their licenses. Anglers are required to have the license in their immediate possession, not back at the car or camp. If you had a license and are issued a citation for not having it in possession, you are eligible for a reduced fine through the court. Carp are a wonderful game fish and I find catching them extremely challenging. However, many times carp are found in the same streams as trout. Since there is no season on carp, how do you know that my intentions are honorable when you see me carp fishing in a stream outside the trout season? There used to be a loophole that allowed people to fish for other species when trout season was closed.
