In his speech “Pakistan and the modern world” Liaqat Ali khan explains how united India would have been a place of permanent trouble without the creation of Pakistan. India was peopled by many religious and racial groups. Of them the Hindus and Muslims were the largest communities who are three to one in number. Inspired of living together both the communities were radically different from each other. They had different cultures and different histories. They did not marry each other and did not eat together often the hero of the one was the worst enemy of the other. Moreover, the Muslims were backward in education, trade and industry. They feared that in a free but united India they would always live as a political minority under the majority rule of Hindus. They were afraid that there identity and culture would remain in constant danger under Hindu domination.
