Carbon control rods are fully inserted (if possible) to prevent the chain reaction, and if that doesn’t work (e.g at Chernobyl the tubes melted and deformed so there was no way of inserting thr rods) then powdered something or other is dropped into the tubes which act the same as control rods but in a powdered form.
