Pay using a money order or if you have the option use a credit card, sometimes you can call them and they will take the credit card info over the phone, or online. I would not use a personal cheque for the simple reason you do live out of country and sometimes they will not take cheques from out of the country. As for when you need to pay it by the court date set forth on it(they usually have a court date on them for the people who want to go to court to plead not guilty, go figure) If there is no date then you are supposed to pay in the 30 days otherwise it is due and payable right away. If you do not they can issue a warrant for failure to appear and failure to pay. Edit to add: I would have the letter registered as well so that you have proof you sent it and then they will also have to sign for it!
