Germany has 16 federal states, three of them (Hamburg, Bremen, Berlin) being city states, so that’s a remainder of 13. These states are divided into districts (Regierungsbezirke), the districts are divided into counties (Landkreise), and the counties are divided into local communities (Gemeinden). Unlike in the US, German districts don’t have the right of local legislation except for some very specific cases; instead, federal law rules them all. So, say, you got caught in a speed trap in the state of Brandenburg, you can be jailed in Bavaria for that.
