Virginia – 11 Massachusetts – 10 Indiana, Missouri, Tennessee, and Washington – 9 ea. Arizona, Maryland, Minnesota, and Wisconsin – 8 ea. Alabama, Colorado, and Louisiana – 7 ea. Kentucky and S. Carolina – 6 ea. Connecticut, Iowa, Oklahoma, and Oregon – 5 ea. Arkansas, Kansas, and Mississippi – 4 ea. Nebraska, Nevada, New Mexico, Utah, and W. Virginia – 3 ea. Hawaii, Idaho, Maine, New Hampshire, and Rhode Island – 2 ea. Alaska, Delaware, Montana, N. Dakota, S. Dakota, Vermont, and Wyoming – 1 ea.
Each state is represented in the House of Representatives based upon the amount of congressional districts in the state. The number of congressional districts is based upon the population of the state. That is why NY and Calif. have the highest number of congressmen in the house. These are the two most populous states.
