Tribal involvement in planning is directly dependent on the individual tribes ability to access and be a part of the planning effort. On Navajo, the transportation planning process starts at the Chapter level and is elevated to the Agency and Council Committee levels. Tribes have a major role in the IRR program transportation planning process. They develop or assist in the development of long range transportation plans, they conduct and/or participate in public meetings for transportation planning and/or road construction projects and they establish road construction priorities, which are used to develop the IRR TIP.
