The federal government has made a total of $8.73 billion dollars available for the TE program since its creation with the passage of ISTEA, the Intermodal Surface Transportation Efficiency Act of 1991. This figure is minus transfers by states from the TE program to other allowable transportation programs. Over the 6-year life of ISTEA (1991-1997), $2.8 billion was made available, and an additional $3.78 billion more over the life of its successor, TEA-21 (1998-2003). A series of short-term extensions from 2003 – 2005 provided $1.44 billion. The passage of the current Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) of 2005 has so far made an additional $637 million available up through FY 2007.
