THE PROGRAM Early Years In October 1987, RWJF contracted Ruth S. Hanft, Ph.D., a specialist in health policy, to organize and manage the new program (PC# 147). Within RWJF, Keenan and program officer Pauline M. Seitz collaborated with Hanft in the development process. Shortly thereafter, Hanft joined the George Washington University faculty, and RWJF made two 12-month grants (ID#s 012903 and 013196) to the university to cover the services of Hanft and clerical help through the two trial years.
