“Our educational costs [in FY ’92] ranged from $6 to $8 per household per year in the early years. Most of those costs were startup costs. We saved a lot of money by doing all of our work in-house–designing a user-friendly name and a regular way of communicating in our pilot program. We had three full-time staff members for education.
