30m is very long and 1.5 metres is quite high, and working on at least 25% of height as thickness it would need to be around 400mm thick. Much of the strength of the wall relies on a suitable foundation with the connection of the wall tied to it. A poor connection will lead to wall rotating on the foundation. I would invest a couple of hundred pounds and get a structural engineer to design the wall, you are investing a lot of money it would be false economy for it to fail. I would not use breeze blocks, concrete blocks are more suitable for their extra strength, and these would need to be laid flat, this would look poor so to achieve a more attractive appearance it would need facing with brick or stone, stone would add extra strength. A minimum cost of materials at £2,500 and I would reckon two men about 7 to 8 working days, digging out foundation and concreting, then wall the blocks, around £200 per day, this is around another £3000…..So around £5,500 to do the job right.
