They don't have to legally. If you are a prospective tenant you can make it a requirement before signing the lease. Otherwise they may paint and upgrade/clean carpeting, but don't usually redo the hardwood at great expense unless it is severely damaged to the point where absolutely no one would rent the apartment. When I owned a home and even if I need to in my rental, I just used Floor Renew from gaiam.com every six months or so. It makes the floors look like new. In the interim I use Bona cleaners from Sweden from Bed Bath and Beyond.
