At my local Target, you can apply at 14, though the manager told me that they usually only accept 15-year-olds. However, it also depends on what position you are applying for: management, retail, front sales clerk, etc.

Individual state regulations apply but in California you can be as young as 16 and with a work permit, start out as a cashier or floor help. Most stores will prefer that you be 18 so there is less restrictions on what hours you can work and what jobs you can perform.
