Environmental Justice should be considered and addressed in all NEPA decision making and in Environmental Impact Statement (EIS), Environmental Assessment (EA), Categorical Exclusion (CE), or Record of Decision (ROD) documentation. The Executive Order and the accompanying Presidential Memorandum call for specific actions to be directed in NEPA-related activities.
