How should Federal and non-Federal funding sources be reflected in the TIP and STIP?
All projects and programs funded under Title 23 and 49 (of the U.S. Code) must be listed in the TIP/STIP [see 23 CFR 216(g)]. There is an important distinction, however, between the specific projects listed in the TIP/STIP and the financial plan and information that accompany and support the TIP/STIP. Highway and transit operations and maintenance (O&M) activities typically do not involve Federal funds, and are therefore are not required to be listed individually in a metropolitan transportation plan, TIP, or STIP. For example, with the exception of Federally-supported transit operating costs in urbanized areas with populations less than 200,000, and Federally supported preventive maintenance in areas with more than 200,000 in population, transit O&M activities are funded by a variety of non-Federal sources (e.g. States, localities, as well as advertising and fares).
