How should the textual contents of images be structured?

It has to be distinguished between short text elements which for example name the components of a technical design and longer texts in images which represent forms and similar objects. Only for the latter ones the reference to the image file will be completed by the textual contents. The original idea was — and still is — to mark up each text component by P whatever the semantic meaning might be. Currently this approach is not feasable because of a certain shortcoming in the schema. Therefore, all text components have to be tagged as HT with ‘NORMAL’ as value for the TYPE attribute.
