you could get a gameshark and hack the game to get lugia that is if you willing to cheat to get it or you could get pokemon xd gale of darkness beat the game and then get this cable where you can trade stuff with gameboy advance or sp which every you have and then you can trade with your self so you can get lugia but game shark would be way easier but like i said if you not a cheater then do it the long way then.
