In the Professional version of the InstallShield you can find the Installshield Cabinet File Viewer tool. Open the header file, then select components view. You can extract the files from the components with Tools/Extract. (I tested it for your Data.rar and it works fine) You can use the ISCAB command line utility from this software, too, but it needs layout.bin, etc.
