Hi, I want to file complaint against apartment owner who used unlicensed contractor without permit. How to do it? Long story short, this owner dropped me (licensed contractor) in the beginning of the project, and he decided to use an unlicensed contractor without permit. I am tired of losing business to these people, and I decide to take action. I live in California. Thanks.
