I really doubt that your septic tank is frozen, because bacteria breaking down materials creates heat. A manure pile on a farm will still create heat in the middle of winter at 30 below so I doubt that your tank is frozen. It more than likely plugged and you need someone to come in and pump it out. Call your local septic tank cleaning company or ask a plumber who you could contact to clean it out.
