I'd take a trip to Autozone or whatever is your closest auto parts store. They have an entire aisle filled with different paints for different materials. There's paints for the plastic mouldings are made of, or the fiberglass, and many other materials based on what you need. I would just leave it on and mask off the areas you dont want, and carefully paint the area so it doesn't run and drip onto the rest of the car. Definately clean the area, and it may or may not need a primer. The bottle of paint you end up getting will have instructions and whether or not it needs primer, sometimes it's just sanding the area. *edit* Be patient, do several light coats. It'll turn out much better than a few heavy coats.  more
