The allocations to local government were determined on the basis of a population component and a needs component. The Year 1 allocations are therefore based on: The population component is based on $172.50 per person. A minimum amount of $400,000 and a maximum amount of $900,000 has been incorporated to avoid distortions in allocations due to small or large populations. This cap does not include the needs component. The needs component is additional to the population component. It is based on the combination of the Local Government Grants Commissions 2008-09 equalisation grants and road grants. The allocation of these grants is based on indicators of equalisation need and road asset preservation needs, reflecting different road lengths, standards and costs in each local government.
