Under the amendments to the election law made in December 2009, Internally Displaced Persons (IDPs) are now defined as, “An Iraqi who has been forcefully displaced from his permanent place of residence to another place within Iraq after 9 April 2003, for any reason.” IHEC continues to formulate regulations for IDP voting in advance of the election in March 2010.
