Well you will never be able to stop binge drinking. This is a fact that just has to be accepted. You're actually answering your own question within the question... Binge drinking occurs most often when drinking is prohibited. It's like people are more attracting to doing certain things exactly when they are not allowed to do it, or when they cannot do it. So, if you lower the drinking age, less people will be tempted to drink as much because it would be allowed for them. Also, there wouldn't be that mindset of 'wow, we actually got alcohol, let's get really wasted tonight because we don't know when we'll be able to get it again!' By lowering the drinking age, you're also creating a much different outlook on alcohol - that it's okay to have sometimes. I'm from Europe and I live in the US now and I know for a fact that it is extremely different because of the drinking age. When people are allowed to drink, they are much more casual about it and do much less binge drinking.
