How will the COGCC apply the Table 910-1 concentration level for barium in soils?
Under Rule 910.b.(3).(C), the COGCC has authority to approve the analytical parameters for soil sampling. The COGCC will exercise this authority to require barium concentrations in soils to be evaluated using standard EPA SW846 methods (i.e., 3050/6010) rather than the Louisiana Department of Natural Resources (LDNR) “True Total Barium” method referenced in Table 910-1. The current reference to the LDNR “True Total Barium” method in Table 910-1 is an artifact from the previous version of the Table. The Commission amended the threshold concentrations for barium and other metals in soils in December 2008 to conform them to the CDPHE-HMWMD’s Table 1 Colorado Soil Evaluation Values (December 2007) ( http://www.cdphe.state.co.us/hm/csev.pdf ) (CSEV). Therefore, like the other metals listed in Table 910-1, barium concentrations in soils should be evaluated as the “total” fraction to be digested and analyzed by standard EPA SW846 methods (i.e., 3050/6010).
