Buyers of used cars will still have to pay a sales tax of 6.25 percent of the purchase price, but taxes must be paid on at least 80 percent of the vehicle's average market value. To pay taxes on a lower value, a buyer would have to get an official appraisal showing the vehicle is valued at less than 80 percent of blue book value. Texans will still be able to give a vehicle to a relative, who will not have to pay any sales tax. When does the teacher pay raise take effect, and what is the actual amount?
