How will the sponsoring department find out the beneficiary?
It is totally left to the sponsoring department. It can devise its own mechanism. GSDM suggests that it can just lay down the eligibility criterion and put it on our portal, the institutes will themselves select the candidates and may come to the department with the list and request for the skill voucher. Though there is no guarantee that after receiving the vouchers would go to the same institute but there is fairly good chance for the same hence the institute will themselves do the job of the departments.
