Cement won’t stick to plastic, it will crack, better to drain the pond and make sure the ground is level and well compacted especially at the edges, get some waterproof cement use this instead of plastic, include some small stone chips in the cement and lay it about two inches deep cover it over and leave for about two weeks, if you live in a warm hot sunny climate keep the surface of the cement slightly damp and cover it over with some sacks, if it dries too quickly it will not cure.
