You need to perform two steps step1- use blue litmus for each samples. only the sample with Hydrochloric acid will turn red step2- now you have two unidentified solutions(sodium hydroxide and sugar) and a piece of blue litmus which has turned red by Hydrochloric acid. put this red piece of litmus to the remaining two samples. Only the sample with sodium hydroxide will turn back blue.
