This requirement applies to all federal agencies awarding actions funded solely with DoD funds. The requirement is captured in the Defense Federal Acquisition Regulation Supplement (DFARS) at subpart 205.205-70. The contracting officer must also provide a description of the benefits anticipated from bundling the requirements in the notice.
