English nationals may apply through The FA. However, if they live elsewhere, they must apply to the national association of the country where they now reside, provided they have been there for at least two years. This is in accordance with the FIFA Players’ Agents Regulations. Nationals of other countries may only apply through The FA provided they can prove that they have been resident within England for at least the last two years.
