There are rules, but they aren’t all written, and it’s definitely not chaos; musicians in a jazz combo develop an amazing type of musical communication with each other and the organization of a song is usually pretty basic: melody, solos, repeat melody. Jazz artists know what they’re doing and aren’t quite as random as the music might sound at first, and definitely aren’t just trying to make something boring enough to play in elevators (you can learn that easily if you find the right stuff). There are the basic rules like accenting 2 and 4 and how to swing but you learn most of the rules of jazz soloing and accompaniment are learned by experience and you eventually form an ear and imagination for spontaneously soloing.
