Yes, any Virginia 4-H member who will be at least 14 years of age by September 30, 2011 may attend Congress; although, any youth who turned 19 on or before December 31, 2010 may not attend Congress as a delegate. I just had a volunteer call and tell me she was having trouble registering for Congress online. I thought the online registration process was for county offices to use to register youth and adults who turn forms in to us? You are exactly right; the on-line registration system is not available to adult volunteers or delegates. The delegates and adults fill out the form and take it to the local Extension office for input into the system. The process is explained in the Agent Information packet which is found on the intranet site. As we transition to a new enrollment system, it is anticipated that delegates will be able to register through ACCESS 4-H and have a mechanism for agents to check off that the form is approved.
