If you have a Palm VII, you just need to install the PQA (using the Palm Desktop and perform a hot sync) and that’s it. For other types of Palms (m100, m105, V, III, IIIc, etc.) check out the Palm Mobile Internet Kit http://www.palm.com/software/mik/ Once you have the kit installed and the connection going, install the PRC and you are done.
