I have an employee that never turns his/her timecard in on time, which holds up payroll processing. Can I make the employee wait until the next payday to pay him/her?

No, even when an employee fails to turn in a timesheet, you remain legally obligated to pay the employee on payday. There is no exception for the law allowing you to require the employee to wait until the next payday. Even if a timesheet is not turned in you will need to estimate hours worked and make adjustments once the timecard is actually received.
