The “listen before transmitting” function is a core tenet of the PropNET project. PropNET client software, such as PropNetPSK, can not transmit if it perceives that its TX frequency is in use by other signals. Conversely, if it doesn’t perceive the frequency being in use, it will certainly transmit.
