I just enrolled in FNBOnline. When will I be able to transfer funds?

Although you will have the ability to view account summary information immediately following enrollment, you will not have the ability to transfer funds between accounts for at least one business day.

In order to transfer funds via the "Transfer to another person" option, does the person receiving the funds need to be enrolled in Internet Banking Solutions?
Im not able to transfer funds from one account to another but I have been able to do it in the past. What is wrong?
What is the last day I’ll be able to transfer funds between Partners Trust accounts, using Partners Online?
