You need a directory service, plus MAPI service providers for same, so that its contents appear in the address books of your Exchange users. Microsoft Exchange Server offers one such, while HP OpenMail offers another. Alternately, many directories (including both the Netscape Directory Server and Microsoft Exchange Server 5.0) offer LDAP. HCC Ltd. has announced work on an MAPI service provider providing a publicly modifiable address book front end over an ODBC database back end. Contact them for pricing and other information.
