I started on Chapter 1-1 after doing everything stated to unlock infinite ammo yet I have no guns and no infinite ammo. What gives?

Provided you followed it word for word, your guns that you’ve unlocked the feature for will have infinite ammo once you reach the attache case in the butcher shop, and the game will give you all of your chosen gear that you’ve selected in the Organize/Buy/Ready menu.
