Having a property listed on the City Planning Scheme means that the Council has to take into account the heritage values of the property when considering any future planning application. This is just one of many issues that are addressed and won’t in any way rule out development. There are a number of places where development has taken place around or above a listed building (look at BankWest Tower or Raine Square) or demolition has been authorised to allow new development.
