As outlined in question 19, information must be disclosed regardless of the form in which it is held. Draft documents/meeting notes may therefore need to be disclosed unless otherwise subject to an absolute or qualified exemption (see question 13). Information that is intended for future publication within 12 weeks of the date when the request was made is also exempt provided that it is reasonable to withhold disclosure until the publication date.
