No. Counties with a population of less than 500,000 are not eligible to apply for this funding opportunity directly, but are encouraged to reach out to a potential state level applicant to indicate interest and collaborate on the application development. Eligible applicants include large county or state governmental agencies or their bona fide agents, state and local nonprofit organizations, and large counties. All entitles listed in Section III (Eligibility Information) are eligible to apply for this FOA. Applicants applying to serve an entire state or an entire state not including large counties eligible to apply on their own must include a letter of support from the state health department AND a letter of support from one or more local health departments (city or county), if local health departments exist. Potential rest of state applicants are encouraged to submit LOIs and indicate approval to post their information as a mechanism to connect with other potential applicants interest
