If an employee is being laid off from an appointed position but has previous status in a classified position, does that person have SEBAC/re-employment rights?

The employee must send a letter to SEBAC stating. “I wish to return to state classified service”. This must be done before the employee leaves the position. The employee will then be put on the re-employment list.
