No. Unlike the TABOR 3 (Taxpayer Bill of Rights) plan adopted in Colorado and similar plans in other states, this measure puts no limits on government’s ability to expand spending EXCEPT for the approval of taxpayers. This measure allows those who must pay for government programs and services to decide whether or not they wish to have them. After all, if the taxpayers don’t with to have the program or service then they should not be provided. This is the essence of democracy – it is for government to serve the wishes of its citizens, not having citizens serving the wishes of the government.
