If children do come to the USA, and families are needed to “host” the children, will they only be available to foster-care licensed families? What if a family has an international home study?

From what I understand, unaccompanied minors will be put in the care of refugee services and the Department of Human Services is over that program. The DHH have already contracted with group homes and others to take in children in situations like this.
