If my application is not considered complete and it is returned to me, is that considered a denial of RoR?
No. We will attempt to contact petitioner directly to obtain any additional information needed. If we cannot reach the petitioner, a notification explaining why the application is not complete and subsequently returned will accompany the applicant’s petition. An applicant may re-submit a petition when they supply us with complete information and/or they have fulfilled all RoR eligibility requirements.
