If new programs are being added to support increased academic rigor, can those costs be offset by Foundation Aid?

The school district must make a compelling case that these programs would increase student time on task or restructure middle or high schools to improve student achievement and would predominately benefit students in low performing schools and students with the greatest educational needs. Associated training might also be deemed a teacher and/or principal quality initiative.
