If Puerto Rican addresses are so difficult to manage, how is the U.S. Census Bureau able to mail their questionnaires?

In the past the U.S. Census Bureau has not used the USPS to mail census questionnaires in Puerto Rico. Instead they have utilized field staff to visit every household (1.3 million) to deliver the census questionnaires. As a result of SeekData’s effort, the U.S. Census Bureau will have the option in the 2010 Decennial Census to do a mail-out/mail-back campaign.
